They have faster training methods. It's a lot less expensive to bury big bones than to construct gold-plated shrines. This allows you to get a 99 in skills that use more money than other.

My view is that it all comes to how people view the concept of a skillcape. Similar questions arise about the issue of whether gold medalists from ParaOlympics are treated with more respect over the Olympic gold medallists. ParaOlympics competitors had to overcome physical disabilities in order to be awarded the medal. It's unfair to diminish the importance of the gold medalist since he had to compete against other physically fit athletes to earn the medal.
